The Department of Training

The Department of Training of the Ministry of Justice aims to train well-equipped judicial staff who are based on the rule of law, have a developed awareness of justice, integrate corporate traditions with a modern management approach, are open to improvement, have professional competence. The main activities carried out by our department are:

– Conducting in-service training activities for judicial staff

– Preparing training modules

– Carrying out the need analysis, measurement and evaluation studies

– Preparing publications on legal issues

– Conducting national and international projects

– Participating in studies carried out to develop national judicial strategies and policies

Our department is responsible for planning and conducting in-service training for approximately 87,000 judicial staff working in different titles such as chief clerks, clerks, enforcement clerks, bailiffs, psychologists, pedagogues, social workers. Face-to-face and distance training activities are held regularly every year. In-service training programs include many training topics that will support the professional and personal development of judicial staff such as basic legal knowledge, legal terminology, criminal and civil jurisdiction, communication skills, stress management and team work.

There are three staff training centres within our department in Ankara, Rize and Yozgat. The three training centres have a total capacity of 54 classes and 1,100 participants. In the training centres, where accommodation is also available, there are many training and social facilities such as virtual hearing classroom, computer and informatics classroom, conference hall, fitness and library. In addition, there are two greenbox studios for distance training activities within our department.

Legal Support Officials in the Türkiye Judicial System

In the judicial process within the framework of the social state of law and restorative justice; Legal Support and Victim Services Directorates were established in order to evaluate the expectations and needs of the victims and to provide compensative, accessible, expertise-based legal support services against the effects of the event they were exposed to, and prevent secondary victimization. These Directorates adopt a sustainable, victim-oriented and effective support service model that complies with international standards, adheres to ethical values.

A total of 1,581 legal support officials currently work within the Directorates.

Legal support official refers to staff with the titles of psychologists, pedagogues and social workers who are employed to conduct interviews, prepare reports and make evaluations on issues that is related to the jurisdiction of family, child, juvenile high criminal, criminal first instance, civil and high criminal courts.

The main tasks are as follows:

  • Conducting interviews and observations with the family, child and victim on issues such as divorce, custody, contact concerning children, adoption, child delinquency, prepare a social investigation report and refer them to relevant institutions as needed.
  • Conducting forensic interviews with people (victims, witnesses, etc.) who are directed to the forensic interview room by the Courts or the Public Prosecutor’s Office.
  • Reducing the level of anxiety of the victims during the taking of the statement by the public prosecutor or the judge and enabling themselves to express more easily.
  • Expressing opinions on the measures that can be taken for the children and their parents in the social investigation report prepared by taking into account the best interests of the child.
  • Carrying out case management and providing psycho-social support by preparing a legal support plan for victims who are decided to be in the vulnerable group as a result of the individual evaluation.
  • Ensuring that court decisions are fulfilled about return children process and contact concerning children.
